Born May 9, 1962 in Cheverly, MD, he was the son of Paige W. Bailey and Donna L. Lagasse, both of Hopeton. For more than thirty years, Ricky worked as a maintenance technician at Tyson Food. He attended Bethel Baptist Church, and in true Eastern Shore style, he loved hunting and fishing.

In addition to his parents, he is survived by three children, Richard Dean Bailey, Jr. of Hampton, VA, Nicole Amber DeCarlo and husband Bryan of Onancock, VA, and Cody Robert Bailey of Chesapeake, VA; sister, Sherry Bailey Barrett and husband Ike of Hopeton; three grandchildren, Jordan Atkinson, Remmington Kellam, and Caleb DeCarlo (due July 2017); three nieces, Christina Berry, Lindsey Savage, and Bailey Edwards; and several great-nieces and great-nephews. He was predeceased by his sister, Kimberly Bailey Edwards.

Funeral services will be conducted from the chapel of the Williams-Parksley Funeral Home on Friday, March 3, 2017 at 2:00 p.m., with The Reverend John Gillespie officiating. Interment will follow in the Parksley Cemetery. There will be a visitation at the funeral home on Thursday, March 2, 2017 from 6:00 p.m. until 8:00 p.m.
