Born May 15, 1950 in Nassawadox, VA, he was a son of the late Joel Steven Stokes and Betty East Stokes. Billy retired from Helena Chemical Co., where he was a truck driver for more than twenty years. He was a devoted member of Clark Presbyterian Church and a dedicated father and grandfather.

Survivors include his daughter, Lindsay Stokes Drummond and husband Daniel; son, William Richard Stokes, all of Accomac; four brothers, Steve Stokes and wife Felicity of Accomac, Harrell Stokes and wife Ellen of Poquoson, VA, Burnie Stokes and wife Susan of Sharptown, MD, and A.J. Stokes and fiancé April of Parksley, VA; four grandchildren, Gabriella, Tyler, Conner, and Kaiden; several nieces and nephews; and the mother of his children and dear friend, Joan Carrow.

A memorial service will be conducted from the chapel of the Williams-Parksley Funeral Home on Saturday, December 2, 2017 at 11:00 a.m., with The Reverend Thomas Kellam officiating. Private inurnment will follow in the Edgehill Cemetery. The family will receive friends at the funeral home one hour prior to the service.
