Obituary

Billie Jo “BJ” Palmer-Steed, 57, of Prince George, VA, passed away surrounded by her family and friends on Friday, June 2, 2023. Born April 15, 1966 on Tangier Island, VA, she was the daughter of Lana Jean Shores Marshall of Tangier and the late Timothy Curley “Tim” Marshall.

Having grown up on Tangier, BJ’s love for her island was unmatched. She never missed the opportunity to visit for homecoming, summer fun, or just to spend time with family and friends. BJ served her country in the Navy Reserves and was a graduate of Key Business College. Most notably, she built a successful career in the financial industry. Most recently, she was the manager of Mariner Finance in Chester, VA, where her peers looked up to her and knew they could always count on her. BJ was passionate about giving back to her community, both Tangier and Prince George, and served as a committed member of the Junior Woman’s Club for many years. Traveling was BJ’s favorite thing, and she always looked forward to planning trips with her girlfriends, grandchildren, nieces, and nephews. BJ’s kind and generous heart was evident in all she did and felt by all she came into contact with. She absolutely adored her family and loved her children and grandchildren fiercely and unconditionally.

In addition to her mother, BJ is survived by her sons, Timothy Palmer and his wife, Brittany, and Forrest Steed; grandchildren, Landon May and Kyleigh and Sawyer Palmer; sister, Bev Parks and her husband, Edward; niece, Lindsay Photakos and her husband, Steve, and their children, Mason and Camden; niece, Schyler Parks; nephews, Drew and Lance Parks; as well as numerous aunts, uncles, cousins, and her special class of 1984.

Other than her father, she was predeceased by her grandmothers, Joyce Shores and Margaret “Dace" Dise and grandfathers, Robert Shores, Homer “Cooley” Marshall, and Frank Dise.

BJ lived her life to the fullest and was often heard saying, “YOLO!” (You Only Live Once). She will be greatly missed.

Funeral services were held at Bliley’s Funeral Home in Richmond, VA on Saturday, June 10, 2023 at 1:00 p.m. Interment followed in the Merchants Hope Memorial Gardens in Prince George.

The family invites friends to join them at the New Testament Congregation, on Tangier, for a time of sharing on Saturday, July 15, 2023 at 1:30 p.m., followed by a memorial service honoring BJ’s life at 2:00 p.m.
