Albert Francis “Frank” Riggin, of Painter, VA, passed away Sunday, January 14, 2024, at the home of Jamie LeCates-Brown, whom he thought of as a daughter, and his great-great nieces, Mia and Desiree. Born June 11, 1938 in Sanford, VA, he was the son of the late Thomas Roosevelt Riggin and the late Laura Mae Riggin.
Following high school, Frank enlisted in the United States Air Force, honorably serving his country over the next five years. Upon discharge in 1960, he worked various jobs until 1970 when he opened a deli in Ramsey, NJ, which he successfully operated for 13 years. Upon the sale of his deli, Frank enrolled at Hutson County Community College in Jersey City, NJ, where he received his culinary degree in 1985. After culinary school, Frank moved to Florida and began his longtime career with Amtrak, travelling the east coast for many years. He enjoyed his time with Amtrak and was especially proud of his time as manager of the club car/café. He relocated to Pittsburgh, PA in 1998 and retired from Amtrak in 2003. Upon retirement, he returned home to the Eastern Shore of Virginia, where he stayed busy working part-time at the former Captain’s Corridor Motel in Melfa, VA.
Frank is survived by his brother, Edward "Eddie" Riggin; caregiver, Jamie LeCates-Brown; great-great nieces, Mia and Desiree; and several nieces and nephews and their families. In addition to his parents, he was predeceased by his sister, Mary Howard, and her husband, The Rev. Robert Miller "Bob" Howard, Sr.; brothers, Vincent and Wayne Riggin; nephews, Robert M. "Rob" Howard, Jr. and Gregory T. "Greg" Howard, Sr.; great-nephew, Norval William “Trey” LeCates III; and great-great nephew, Gage Barrett.
A private graveside service will be held at Downing’s Cemetery in Oak Hall, VA.
